A Significant Investment in Community Safety
The Pampanga Provincial Disaster Risk Reduction and Management Council (PDRRMC), chaired by Governor Lilia "Nanay" Pineda, approved a substantial realignment of over ₱60 million to strengthen the province's disaster preparedness and climate change adaptation measures during its second quarterly meeting on June 18, 2026. This comprehensive fund realignment demonstrates the provincial government's proactive approach to ensuring the safety and well-being of every Kapampangan. The allocation strategically addresses multiple aspects of disaster management, from infrastructure development to emergency response capabilities, reflecting a holistic understanding that preparedness saves lives and protects communities.
Building a Robust Emergency Response System
Central to the PDRRMC's plan is the ₱20 million specifically earmarked for the procurement of emergency response and rescue vehicles, heavy machinery, and other equipment needed for quick response during calamities. This investment directly enhances the capabilities of the province's dedicated workforce of disaster response personnel. The fund also allocates ₱15 million for the construction and improvement of DRRM buildings and facilities, as well as flood mitigation infrastructure, providing responders with proper bases of operation. Additionally, ₱16 million is set aside for mobile collection units as part of climate change adaptation and mitigation, further expanding the province's environmental resilience efforts.
Supporting Kapampangans in Times of Crisis
Beyond equipment and infrastructure, the province ensures that direct assistance reaches those in need. The fund includes ₱8.86 million for emergency shelter, financial assistance, medical aid, and other emergency needs of families and vulnerable populations that may be affected by calamity or disaster-related diseases . The PDRRMC also approved the use of ₱20 million from the Local Disaster Risk Reduction and Management Fund Trust Fund from past years, allotted for augmentation support to other provinces or areas hit by calamity, as well as supplies and necessary assistance to Kapampangans. Governor Pineda assured that the fund can be used to provide assistance to Kapampangans during a calamity, citing the all-out augmentation given by the Capitol after a building collapsed in Angeles City on May 24, which included heavy machineries, cash assistance, and food supplies for affected families. "Patuloy ang paghahanda, pagresponde, at pagtutulungan ng Pamahalaang Panlalawigan para sa kaligtasan ng bawat Kapampangan," Governor Pineda emphasized.
