Cavite's office market offers a significant 32.7% cost advantage compared to Metro Manila, with lower minimum wages and lease rates, while the province's 82 higher education institutions and growing population provide a robust talent pool for businesses.
A Clear Cost Advantage That Attracts Investors
Cavite offers a compelling financial proposition for businesses seeking to expand outside Metro Manila. By moving just one kilometer south of Las Piñas, companies can access significantly lower operating costs. The minimum wage in Cavite ranges from PHP550 to PHP600 per day, compared to NCR's PHP695, creating a substantial 32.7% difference in average monthly wages between the two regions. Office lease rates in Cavite also present a clear advantage compared to southern NCR districts, making it an attractive option for cost-conscious tenants.
The province's office market is steadily recovering, buoyed by this cost competitiveness. Based on internal requirements nationwide outside of the NCR in 2025, Cavite received nearly a quarter of all annual inquiries, with more than half being expansion-related. Recent significant leasing transactions have ranged between 3,000 to 4,500 square meters, with some prospective tenants targeting five-digit space take-ups of 10,000 square meters or more. With more than half of office inquiries being expansion-related, Metro Cavite is poised to absorb decentralization initiatives primarily from established IT-BPO companies in Metro Manila due to its adjacency.
Access to a Deep and Growing Talent Pool
Beyond cost savings, Cavite offers businesses access to a robust and expanding workforce. The province features the second-largest density of higher education institutions in Luzon outside Metro Manila, with 82 colleges and universities primarily concentrated in Dasmariñas, Silang, and Bacoor. National University's Dasmariñas campus alone serves thousands of students, while institutions like the Technological University of the Philippines-Cavite actively connect students to industry partners through job placement programs.
This educational infrastructure allows businesses to pursue "reverse migration" strategies, tapping into a workforce that already commutes from Cavite to Metro Manila. With a total population of over 4.4 million growing at 1.51% annually from 2020-2024, Cavite's talent pool is expected to expand and sustain itself as more residents gravitate toward its developing township communities. Key cities such as Bacoor (661,000) and Dasmariñas (744,000) surpass the populations of Muntinlupa, Taguig, and Pasay, providing a ready-made workforce for businesses establishing operations in the province. The convergence of cost, location, and talent is steadily transforming Cavite into a premier destination for business decentralization.
