The Department of Social Welfare and Development (DSWD) Field Office III is investing heavily in the people who serve the province's most vulnerable residents. Through continuous capability-building interventions, the regional office is regularly facilitating training on the Expanded Solo Parents Welfare Act (RA 11861), rolling out enhanced Parent Effectiveness Service (PES) modules, and convening regional KALIPI (Kalipunan ng Liping Pilipina) federation meetings across Pampanga .
The commitment to professional development is part of a nationwide push under the DSWD Academy, a dedicated learning institution for social welfare professionals, local social welfare and development offices (LSWDOs), municipal links, community development workers, and paraprofessionals . The Academy offers specialized, high-impact training on disaster response, case management, child protection, and leadership for social workers—all free of charge . The training can also serve as refresher modules for registered social workers, with courses covering Introduction to Social Welfare, Pre-Marriage Counseling, and House Parenting for residential care staff.
June–August 2026 Sessions Target Local Social Welfare Officers
The upcoming June through August 2026 sessions are specifically designed to capacitate Local Social Welfare and Development Officers (LSWDOs), Municipal Links, and community leaders across the province to improve the delivery of social protection programs. Topics include the Social Work Counseling Service Manual rollout and parental capability assessment workshops. This structured approach ensures that Kapampangan social workers are equipped to handle both routine case management and crisis interventions effectively.
Participants in these DSWD training programs must have an educational or professional background in social work or community development . The Academy also accepts non-professionals already working in the social sector or with local government units, making capacity-building accessible to a wider range of community-based service providers.
Pampanga Benefits from National Training Infrastructure
The province's social workers benefit from a growing national training infrastructure. The DSWD Academy, based in Taguig, offers basic and specialized courses for licensed social workers and community development workers . Additionally, a DSWD Academy Mindanao is currently under construction with a ₱50-million budget, signaling the agency's sustained commitment to training a future-ready workforce . DSWD Field Office XI recently posted a vacancy for a Project Development Officer III (Capacity Building) with a Salary Grade 18 (₱46,725 monthly), requiring at least 24 hours of training in adult education in a community development context, demonstrating the agency's professional standards for training roles .
For Kapampangan social workers and community leaders, these training opportunities mean better skills, more effective programs, and ultimately stronger support for the families and individuals who need it most across the province's 505 barangays.
