The Day 2 session of the Training-Workshop on the Formulation of the Annual Investment Program (AIP) took place on July 2, 2026, at the Function Hall (2nd Floor) of the New Provincial Government Center in Trece Martires, Cavite. Organized by the Provincial Government of Cavite alongside the Cavite Provincial Information Office, this multi-day capacity-building initiative targeted local planning and development officers across the province to streamline institutional budgeting and strategic development.
Understanding the AIP's Role in Local Governance
The training-workshop equipped local planners with the technical skills to create effective AIPs that translate development plans into actionable, funded projects. The AIP identifies programs and projects to be included in the annual budget, serving as the link between local development plans and actual expenditure . It is the annual slice of the Local Development Investment Program (LDIP), containing prioritized programs, projects, and activities (PPAs) that align with the province's broader development goals .
This workshop directly supports the mandate that local budgets shall operationalize approved local development plans . The DILG, NEDA, DBM, and DOF have issued joint guidelines harmonizing local planning, investment programming, and budgeting, ensuring LGUs align their AIPs with national and regional policies . The AIP also serves as the basis for utilizing the 20% of the Internal Revenue Allotment (IRA) earmarked for development projects, which must contribute to socioeconomic and environmental outcomes.
A Track Record of Capacity Building in Cavite
The July 2 workshop is part of the Provincial Government of Cavite's sustained commitment to strengthening local governance and fiscal planning. Similar capacity-building events have been held at the New Provincial Government Center, including an April 2026 orientation on Child Budget and Expenditure Tagging and Tracking (CBETT), which equipped budget officers and LCPC focal persons with skills in tagging child-focused budgets . The venue has also hosted other training sessions for LGU personnel, such as the Training on Basic Statistics for personnel from various LGUs in Sorsogon.
Cavite's proactive approach to capacity building aligns with broader regional efforts. For instance, the PPP Center and the European Union supported LGUs, including Bacoor City, in advancing circular infrastructure projects through PPPs . This demonstrates a sustained commitment from the provincial government to equip its planning workforce with the necessary skills for effective local development and fiscal management.
