A significant step toward accessible healthcare for Kapampangans is underway at the Pampanga Provincial Hospital-Clark (PPHC). The state-of-the-art government hospital, the first public facility established within the Clark Freeport Zone, has an ongoing application for accreditation as a Yaman ng Kalusugan Program (YAKAP) facility with the Philippine Health Insurance Corporation .
Once accredited, PPHC will join the growing network of healthcare providers in Pampanga offering YAKAP's comprehensive, free primary care benefit package to all PhilHealth members and their dependents. The program covers unlimited consultations, basic laboratory tests, cancer screenings, and essential medicines at no cost—significantly reducing out-of-pocket medical expenses for families . This initiative aligns with the government's Universal Health Care Law, which aims to prevent hospitalization by focusing on proactive, preventive care.
How YAKAP Works: Preventive Care That Saves Families Money
YAKAP is the enhanced version of the former PhilHealth Konsulta package, offering a wider range of services including health screenings, laboratory tests, and—notably—cancer screening tests such as mammograms, breast ultrasounds, low-dose chest CT scans, and colonoscopies through accredited hospital labs . The program also provides access to the GAMOT (Guaranteed Accessible Medications for Outpatient Treatment) benefit, allowing members to receive up to ₱20,000 worth of essential medicines annually at accredited pharmacies .
Governor Lilia Pineda, who formally launched YAKAP and GAMOT in Pampanga alongside DOH Secretary Teodoro Herbosa and PhilHealth President Edwin Mercado on March 25, 2026, emphasized that primary care is the "first line of defense" in achieving longevity and quality of life . To date, all nine district hospitals in Pampanga are already accredited YAKAP clinics, each hosting a GAMOT pharmacy, ensuring wider access to essential medicines across the province.
Pampanga's Expanding Healthcare Network Welcomes PPHC
PPHC's application builds on Pampanga's strong track record of YAKAP implementation. The province currently has accredited facilities including the Diosdado P. Macapagal Memorial Hospital in Guagua, Escolastica Romero District Hospital in Lubao, and the Romana Pangan District Hospital in Floridablanca, among others . The addition of PPHC would extend these benefits to the growing population of workers and residents in the Clark Freeport Zone, complementing the hospital's modern diagnostic capabilities including X-ray machines, CT scan units, endoscopy systems, and mammogram equipment.
PhilHealth members can register for YAKAP at any accredited facility through the eGovPH app, the PhilHealth Member Portal, or directly at the clinic . The program covers 75 essential medicines, a significant increase from the original 21 offered under Konsulta , making preventive healthcare more accessible to Kapampangan families. Once PPHC completes its accreditation, it will serve as a vital access point for residents who previously had limited options for free, comprehensive primary care in the Clark area.
