As of April 11, 2026, Cebu’s real estate titan, Cebu Landmasters Inc. (CLI), has officially signaled its intent to conquer the national stage. By securing a massive 70-hectare land bank in Cavite, the company is exporting its successful "Cebuano Township" model to the competitive Luzon market for the first time.
The primary narrative for April 2026 is CLI’s bold "Luzon Expansion Strategy." This 70-hectare acquisition represents a significant pivot for the company, which has historically dominated the Visayas and Mindanao regions. The planned township is strategically positioned near Governor’s Drive and the Cavite-Laguna Expressway (CALAX), targeting the high demand for mid-market and economic housing in the area. By applying its expertise in self-sustaining communities, CLI aims to provide a "Cebuano brand of service" to Luzon homebuyers. The initial residential phases are slated for near-term launch, with full-scale development expected to begin between 2027 and 2028.
This move follows CLI's recent entry into the Pasig City market through a partnership with Japan’s NTT Urban Development for an eight-tower residential complex. According to CEO Jose Soberano III, the Cavite project is designed to be a "self-sustaining, integrated, and sustainable community" that mirrors the success of their Cebuano estates. For investors, this signals that Cebu-based developers are now capable of competing with the country's largest real estate conglomerates on their home turf. The project is expected to generate thousands of local jobs and significantly contribute to the regional economic growth of Southern Luzon. It also diversifies CLI's portfolio, making it less dependent on the VisMin economic cycle.
The timing of this acquisition is particularly strategic given the ongoing infrastructure boom in the CALABARZON region. By securing a site near major transport routes, CLI is ensuring long-term appreciation for its future homeowners. The township will allocate dedicated spaces for institutional facilities, schools, and hospitals, adhering to the "live-work-play" philosophy that has defined modern Philippine real estate. As the 2026 property market stabilizes, CLI’s move is being watched closely as a bellwether for regional developers aiming for national status. This expansion not only elevates the CLI brand but also highlights Cebu's role as a major exporter of real estate innovation.
