Regular commuters traveling through Pampanga and nearby provinces can now enjoy much-needed financial relief on toll fees. The Metro Pacific Tollways Corporation (MPTC), led by businessman Manuel V. Pangilinan, has expanded its KaBiyahe Rebate Program to key Luzon expressways, providing discounts to qualified public transport vehicles and freight trucks amid rising fuel costs .
The expansion covers the North Luzon Expressway (NLEX), Subic-Clark-Tarlac Expressway (SCTEX), and CAVITEX (R1 Expressway and R1-Expressway Extension). Qualified Public Utility Buses (PUBs), modernized jeepneys, and Class 3 vehicles can receive rebates ranging from ₱12 to ₱72 per passage, depending on vehicle class and entry and exit points, effectively rolling back toll rates to levels before the most recent adjustment.
Who Qualifies for the Toll Rebate Program
The KaBiyahe program is designed to support the backbone of the transport sector. Public Utility Buses (PUBs) and modernized jeepneys are required to enroll in the program by submitting documents via email to MPTC and must be accredited operators registered with the Land Transportation Franchising and Regulatory Board (LTFRB). They must also maintain an active Easytrip account with sufficient load and must not be enrolled in any other toll discount program .
Class 3 vehicles, which include large trucks and freight carriers, can qualify as long as they are valid Easytrip subscribers in good standing. They must not be enrolled in other rebate or discount programs on MPTC expressways, such as the Toll Exemption for Agricultural Trucks. Transport owners with any citation or traffic violation during the program period will be excluded from receiving rebates.
Two-Month Run, Real Impact for Daily Commuters
The expanded program runs for two months, from March 23 to May 22, 2026. The application window for PUBs and modernized jeepneys was set from March 23 to April 5, 2026 . For regular commuters traveling between Pampanga and Metro Manila, the rebates help stabilize transport costs by indirectly tempering fare increases that may otherwise be passed on to passengers.
