MAKATI CITY — The Makati Central Business District is undergoing a significant transformation. This evolution is not just about building taller towers, but about creating a more integrated, walkable, and technologically advanced urban environment. This shift is being driven by a combination of new master-planned developments, a renewed focus on horizontal connectivity, and a landmark technology initiative that promises to make Makati the country's first "Intelligent City."
The 15-Minute City Model Takes Root
At the heart of this physical transformation is the application of the "15-minute city" model, where offices, residences, schools, retail, and open spaces are integrated into compact, walkable districts. A prime example of this is the master-planned Dela Rosa Gardens, a 1.3-hectare mixed-use district along Paseo de Roxas and Dela Rosa Street. While the flagship residential tower, Laurean Residences, was originally slated for 2028, Ayala Land has currently paused development and sales for the tower in response to shifting global market conditions, with plans to revisit the project once the economic environment stabilizes. The district continues to evolve, however, with ongoing improvements to pedestrian infrastructure and the integration of new civic plazas. New zoning ordinances now allow for such mixed-use developments, establishing a "superblocks" system (compact, walkable blocks with prioritized pedestrian access) that encourages breezeways and civic plazas to enhance pedestrian flow.
Building on a Foundation of Walkability
Makati's evolution toward a smart district is built on an existing framework of pedestrian-friendly infrastructure. The heart of the financial district is already seamlessly connected by a climate-controlled underground tunnel system beneath Ayala Avenue and the 1.1-kilometer De la Rosa Elevated Walkway. These walkways link directly to the MRT, Greenbelt, and Glorietta malls, providing a rain-free, comfortable experience for workers and visitors alike.
The Intelligent City Initiative: A Vision in Progress
The most significant driver of this smart-district shift is the landmark "Intelligent City" initiative. This is a collaborative partnership project currently in its study and initial implementation phase, with a formal MOU signed in May 2026. The partnership between Ayala, Globe, Mitsubishi, and KDDI aims to harness advanced connectivity, artificial intelligence, and sustainable technologies to create a model urban district. The project will initially be piloted in Makati CBD and focus on advancements in mobility, retail, energy, and digital city services.
This is a vision in progress, where the synergy between physical infrastructure (walkways, parks) and the digital layer (the Intelligent City AI/IoT initiative) represents the strategic direction Ayala Land and its partners are taking for Makati.
