SURIGAO CITY — A hospital with 150 beds serves a community, but a facility with 500 beds becomes a regional anchor. This is the transformation unfolding at Caraga Regional Hospital, legally designated in Barangay Washington but physically situated along Rizal Street, Barangay San Juan, Surigao City. Republic Act No. 11472, enacted on June 19, 2020, increased the hospital's authorized bed capacity from 150 to 500 beds. The law also upgraded the hospital to tertiary level status, enabling it to offer specialized departments that were previously unavailable in Surigao City. For residents who once traveled to other major cities for complex procedures, this expansion brings critical services closer to home.
What a Tertiary Hospital Means for Surigao City
A tertiary hospital provides specialized medical services that smaller facilities cannot offer. These include advanced diagnostic procedures, complex surgeries, and departments such as cardiology, neurology, and oncology. The law specifically mandates that the hospital's existing service facilities and professional health services be upgraded and increased to match the new bed capacity. The Department of Health, in coordination with other agencies, determines the additional plantilla positions needed for the hospital's workforce. As part of the development, the hospital's chief is required to submit a hospital development plan to the DOH, outlining long‑term goals for service capability and infrastructure improvements.
From 150 Beds to 500: A Gradual but Steady Growth
The hospital's journey to 500 beds began decades ago. Originally established as an emergency hospital, it became Surigao Provincial Hospital on October 6, 1946, starting with 25 beds. Its capacity gradually expanded to 50 beds in 1958, 75 in 1962, 100 in 1970, and 150 by 1975. Devolved to local government under Republic Act No. 7160 in 1993, it was redesignated as Caraga Regional Hospital via Republic Act 8255 in 1997, returning to DOH management. The current expansion under RA 11472 positions the hospital as a key referral center for five provinces and six cities across the Caraga region.
Regional Recognition and Future Outlook
The National Economic and Development Authority (NEDA) and the Department of Health have officially approved and declared Caraga Regional Hospital as a Level III hospital, marking a monumental shift for a region that historically lacked a tertiary facility. However, full functionality requires continued funding and support. The Caraga Regional Development Council has actively pushed for specialized funding to transition the site into a fully operational Level III facility. This initiative includes a broader PHP63 billion health facility upgrade plan targeting the region to address specialized medical care needs. Once fully optimized, the expanded hospital will attract more medical professionals, serve as an active training ground for doctors, and heavily reduce out-of-pocket travel costs for regional patients.
