Cebu — Cebu Province has taken a historic step toward social protection by institutionalizing the “Right to Care” program under Executive Order 29, which was formally signed on June 1, 2026. This policy allows patients in provincial and district hospitals to designate a care partner—regardless of marital status or gender identity—to participate in critical medical decisions, receive updates, and serve as an emergency contact. The program addresses long-standing gaps that previously hindered LGBTQIA+ individuals and those in non-traditional family arrangements from supporting their loved ones during health crises. By centering dignity and practical compassion, the provincial government is ensuring that no resident is denied support due to the absence of formal legal recognition.
Dignity in Every Patient Room
The core of this initiative is the formal recognition of designated care relationships, which is facilitated through a new “Right to Care” card and registry system. Once registered, these validated care partners are granted the authority—subject to patient consent and hospital protocols—to assist in processing social welfare support and participating in care discussions. This policy removes administrative barriers that often cause stress for partners or non-traditional families during emergencies. It essentially formalizes what were once informal arrangements, providing a sense of security for thousands of Cebuanos.

Launched alongside the opening of Pride Month, the program is being implemented across all provincial and district hospitals under the Capitol's jurisdiction. Governor Pamela Baricuatro emphasized that the policy is a reflection of the province's broader commitment to treating every citizen with respect and kindness, irrespective of their SOGIESC. The Provincial Social Welfare and Development Office is currently coordinating with health facilities to ensure that non-discrimination is strictly practiced by all staff. This move is expected to serve as a model for other local government units across the Philippines to follow in their own healthcare delivery systems.
