A healthcare program built on compassion and preventive care has now touched more than a quarter-million lives. The Alagang Nanay Preventive Healthcare Program, spearheaded by Governor Lilia “Nanay” Pineda and Vice Governor Dennis “Delta” Pineda, has benefited over 274,545 individuals from 2022 to April 2026, providing vital free medical services and bringing primary care directly to communities across the province.
The program's success has drawn recognition beyond Pampanga. On June 3, 2026, a delegation of health workers from the Provincial Government of Batangas visited the province to benchmark its healthcare management and public service delivery systems . Among the programs presented to the Batangas officials were Pampanga’s Zero Balance Billing Program—which served more than 1.39 million Kapampangans in 2025 alone—and the Alagang Nanay initiative.
Comprehensive Free Services Reach Grassroots Communities
The Alagang Nanay program delivers a wide array of completely free services to beneficiaries, including medical consultations across multiple specialties such as internal medicine, OB-GYN, and ENT . Free diagnostics including blood examinations, X-rays, ultrasound tests, and laboratory assessments help catch serious conditions early, while maintenance medications—including insulin and epoetin—are provided free of charge to vulnerable groups and those with chronic conditions .
The program's outreach extends beyond medical care. Patients attending medical missions also receive reading glasses, take-home food packs, groceries, and transportation allowances to remove any financial barriers to access . Deployed Nanay Community Workers conduct house-to-house identification of patients needing care, ensuring that even those in remote or hard-to-reach barangays are not left behind.
Floating Clinic and Future Innovations Expand Access
The Alagang Nanay program has also given rise to groundbreaking healthcare innovations, including the Kalingang Kapampangan Floating Clinic—the first floating healthcare facility in the Philippines . The P28-million, 112-square-meter clinic-on-barge was officially launched in March 2026 and is designed to bring essential medical services directly to coastal and hard-to-reach communities that are inaccessible by land.
During its first official mission, the floating clinic served approximately 200 patients, providing laboratory procedures, OB-Gyne consultations, dental and ophthalmology services, minor procedures, and pharmacy support . The facility complements the existing "Hospital on Wheels," which serves remote inland areas such as Porac . Looking ahead, Governor Pineda has also explored the possibility of integrating telehealth and digital healthcare solutions into the program, ensuring that even Kapampangans in geographically isolated areas can access medical consultations.
Preventive Focus and Future Healthcare Agenda
The Alagang Nanay program embodies a shift from reactive to proactive healthcare. "The health of our people is our top priority," Vice Governor Pineda has emphasized . Governor Pineda’s 2026 agenda further strengthens this commitment, with plans to institutionalize dedicated care centers for individuals with autism and establish Youth Care Centers for young people experiencing mental health concerns . The province also plans to significantly strengthen its feeding programs to address malnutrition and sustain the Zero Balance Billing program across its 10 district hospitals and one provincial hospital, ensuring that funding remains flexible and immediately deployable.
