The Provincial Government of Cavite hosted the 3rd Provincial Public Employment Service Office (PESO) Congress on June 22, 2026, at the New Provincial Government Center in Trece Martires City, gathering stakeholders to drive the theme: "Transforming Labor Market Data into Employment Opportunities."
A Gathering Focused on Data-Driven Employment Solutions
The 3rd Provincial PESO Congress brought together PESO managers, job placement officers, and employment stakeholders from across Cavite to discuss how labor market information can be translated into tangible employment opportunities for Caviteños. Governor Francisco Gabriel Remulla, along with DOLE IV-A Regional Director Atty. Erwin Aquino and Provincial PESO Manager Ms. Rizalie Pinpin-Enero, delivered visionary addresses emphasizing the need to move beyond data collection toward creating sustainable and dignified livelihoods for the province's workforce. The event builds on previous PESO congresses held in the province, which have focused on strengthening employment programs and reinforcing inter-agency collaboration .
Key learning sessions featured Economic Development Specialist Ms. Jennylyn Jucutan and City of Carmona PESO Manager Mr. Edwin Tolentino, who delivered data-driven presentations on modern labor market demands. The discussions highlighted the importance of accurate labor market intelligence in matching job seekers with employers, a priority that aligns with national efforts such as the proposed Barangay Skilled Workers Registry Act, which aims to establish community-level registries to improve employment matching.
Recognizing Cavite's Top Employment Facilitators
The congress also served as a platform to recognize the top-performing PESO offices and academic Job Placement Offices in Cavite. The awardees included:
1st Class City: City of Bacoor
2nd Class City: City of Carmona
2nd Class Municipality: Municipality of Amadeo
Job Placement Office (Academic): Lyceum of the Philippines-Cavite & De La Salle University-Cavite
These recognitions highlight the critical role that local government units and academic institutions play in bridging the gap between job seekers and employers. The 25th National PESO Congress, held in Tagaytay City in October 2025, previously recognized outstanding PESOs nationwide, with the Search for Best PESO Awards honoring exemplary employment facilitation programs . Similarly, the Best Job Placement Office award has been a prestigious recognition, with LPU-Batangas earning a Hall of Fame spot for three consecutive wins . Cavite's own LPU-Cavite and DLSU-D have now joined the ranks of recognized academic employment facilitators.
The Cavite PESO Managers' Association Inc. also held a strategic quarterly meeting following the congress to map out future activities and ensure continued progress in the province's workforce development initiatives. Through these sustained efforts, Cavite is strengthening its capacity to connect job seekers with meaningful employment opportunities.
