TUBUNGAN, ILOILO — The upland municipality of Tubungan is emerging as Iloilo's next major agri-tourism destination after the provincial government completed a multi-sector site assessment that identified high-potential locations for eco-adventure, cultural tourism, and agricultural enterprise development. The evaluation, led by Provincial Administrator Raul Banias and Provincial Tourism Officer Aulynn Yue Sin under the Turista sa Barangay program of Governor Arthur Defensor Jr., paves the way for the launch of "Project Tubong Turismo," a flagship initiative that integrates agriculture, tourism, culture, and enterprise development into a single, sustainable local industry. Tubungan is one of only three pilot areas selected for the barangay-based tourism program established under Executive Order No. 168, series of 2024, and the assessment confirmed that the town possesses the natural landscapes, cultural assets, and community readiness to anchor a new tourism corridor in Iloilo's interior.
Mayor Roquito Tacsagon, who accompanied the provincial team alongside Vice Mayor Leo Cezar Taypen and Sangguniang Bayan members, expressed gratitude for the support that will transform long-identified but underdeveloped sites into accessible visitor destinations. "Nagapasalamat gid kami sa aton Iloilo provincial government led by our good governor, Gov. Toto Defensor, paagi sa aton Provincial Administrator Raul Banias, sa pagpatigayon sini nga assessment para ma amat-amat man naton plastar ang mga potential areas sa banwa para ini mangin isa ka agri-tourism destination," Tacsagon said. The Hiligaynon phrasing carries a deliberate patience: the development will be gradual, organized, and grounded in the municipality's own vision of what tourism should become.
Peace Trails, Viewing Decks, and the Call of the Highlands
For the traveler drawn to untouched landscapes, Tubungan is preparing a portfolio of outdoor attractions that leverage its rugged terrain and cool elevation. Peace trails are being established in Sitio Gamay Danao and Igpaho Proper, offering serene pathways designed for reflection and nature immersion rather than speed or competition. A scenic viewing deck is planned to overlook the mountain ranges behind the Sitio Danao Tourist Rest Area, a PHP10-million facility constructed in 2024 that already provides restrooms, showers, and a pasalubong center for travelers exploring the municipality's mountain destinations.
For more adventurous visitors, a rock climbing site and terraced hiking trail are being prepared in Sitio Maguey, adding a vertical dimension to Tubungan's outdoor offerings. The town also plans to develop tourism accommodations in Sitio Danao, including traditional bahay kubo cottages and mountainside camping sites designed to provide an immersive rural tourism experience. These developments position Tubungan as a primary destination for eco-adventurers and hikers seeking landscapes that have not yet been reshaped by mass tourism. Travel And Tour World described the municipality as undergoing "a major transformation as it establishes itself as one of the top agri-tourism destinations in the province of Iloilo."
Sitio Baldan: Where Agriculture Meets the Visitor Experience
At the heart of Tubungan's agri-tourism vision lies Sitio Baldan, which is being positioned as an integrated showcase where education and leisure converge. Plans include an agricultural farm, a livestock multiplier demonstration farm, and a vibrant flower farm, each designed to allow visitors to learn about sustainable farming practices while enjoying the scenic beauty of the plantations. A bamboo plantation will also be established in partnership with the Provincial Government Environment and Natural Resources Office, aligning with the province's broader environmental sustainability goals and its push to become a bamboo industry powerhouse.
The site is envisioned as a place where a family can spend an afternoon walking through flower fields, observing livestock management techniques, and purchasing produce harvested that morning. The integration of agriculture into the tourism product ensures that the benefits of visitor spending flow directly to the farmers and barangay residents who maintain the land. Tubungan's municipal vision statement—"a major agri-eco tourist destination in the Province of Iloilo, producer of high-quality agricultural products"—is no longer aspirational language but an operational roadmap now backed by provincial resources and technical expertise.
Indigenous Livelihoods and Sacred Sites
Project Tubong Turismo carries a distinctly inclusive dimension. A tourism business hub is being planned to provide sustainable livelihood opportunities for Indigenous Peoples, ensuring that the economic gains of tourism extend to the municipality's most historically marginalized communities. The provincial government has committed infrastructure support including water and sanitation systems, streetlights, viewing deck expansion, and the establishment of an Indigenous Peoples Business Hub. Cultural heritage sites identified for development include the Cross of Balabago and Bubon Ibid, a sacred Panaet ritual site located in Barangay Batga. The inclusion of these landmarks signals that Tubungan's tourism strategy is not merely about attracting visitors but about preserving and elevating the cultural identity that makes the municipality worth visiting in the first place. The Turista sa Barangay framework ensures that local events and cultural promotions create sustainable livelihood opportunities, with the benefits of economic growth felt directly by community members.
A Province-Wide Tourism Strategy Gains Ground
Tubungan's emergence as an agri-tourism destination forms part of Governor Defensor's broader push to develop barangays into community-based tourism hubs under the "Fun, Foodie, Friendly sa Kabanawahanan for MoRProGRes" program. In January 2026, the provincial government disbursed PHP183.16 million in tourism assistance to local government units across Iloilo, with Tubungan positioned as one of the primary beneficiaries. Provincial Tourism Officer Yue Sin commended the municipal leadership for its commitment to positioning Tubungan among Iloilo's emerging tourism destinations. The technical working group recommended several improvements to strengthen the municipality's tourism readiness, and the provincial government has pledged to deliver the infrastructure necessary to realize the vision. For the traveler seeking an alternative to Iloilo's coastal attractions—a place where the air cools with elevation, where peace trails wind through forested barangays, and where a farmer can sell you the same vegetables you saw growing an hour earlier—Tubungan is quietly preparing its welcome.
