Laguindingan Airport Expansion: Paving the Way for International Travelers and a Tourism Boom

CAGAYAN DE ORO CITY – As passenger traffic continues to surge, Laguindingan International Airport (LIA) is undergoing a major expansion that promises to transform it into a true gateway for both international tourists and Filipino travelers. Operated by Aboitiz InfraCapital (AIC) under a 30-year concession agreement, the airport is advancing a two-phase development plan designed to meet growing demand and unlock Northern Mindanao’s tourism potential.

Massive Capacity Expansion

Currently handling 1.6 million passengers annually, LIA is set to more than double its capacity to 3.9 million passengers per annum (mppa) in the first phase, with further expansion to 6.3 mppa in the second phase. This growth is fueled by strong numbers: in 2025, the airport welcomed 2.35 million passengers, cementing its status as the sixth-busiest airport in the Philippines.

Immediate Upgrades Enhancing the Traveler Experience

Even before the full expansion, travelers are already feeling the benefits of ongoing upgrades. The company has reconfigured the terminal layout for easier navigation, expanded its baggage trolley fleet from 86 to 231 units, and added wheelchairs to assist senior citizens and persons with disabilities. Brighter signage and rearranged seating further improve passenger flow, especially during peak periods.

Behind the scenes, recent airside improvements—including new apron markings, runway rubber removal, and crack repairs—enhance safety and operational reliability, reducing the chances of delays. “Safer and more efficient airside operations translate to more reliable flights and an overall better airport experience,” said AIC Vice President Rafael Aboitiz.

International Flights on the Horizon

While LIA currently serves only domestic routes—direct flights to Manila, Cebu, Iloilo, and Davao—the privatization of the airport is set to change that. Transportation Secretary Jaime Bautista has confirmed that the expansion will open direct flights for Asian carriers to and from Mindanao, turning LIA into a true international airport. “With the implementation of this PPP project, we will have international flights here,” Bautista said.

AIC envisions transforming LIA into a hub for international connectivity, working closely with airlines and tourism stakeholders to market Northern Mindanao’s offerings to a global audience.

Seamless Connectivity for Filipino Travelers

For domestic tourists, connectivity has already improved significantly. LIA now handles 337 flights per week, and through AIC’s network of airports—including Mactan-Cebu International Airport (MCIA)—passengers can access 29 domestic and 13 international destinations via seamless transfers. Travelers can now fly from Laguindingan to Cebu and connect onward to Siquijor or San Vicente, Palawan, making inter-island tourism more accessible than ever.

Economic and Tourism Boost

The ₱12.75-billion project is expected to create jobs, foster economic growth, and showcase the region’s natural and cultural attractions to a wider audience. “This plan will not only benefit Northern Mindanao but the whole of Mindanao,” said Christine Villanueva, AIC’s Airports Strategy and Communications head.

With Phase 1 capacity expansion underway and international flights on the horizon, Laguindingan International Airport is poised to become the premier gateway for tourists—both local and global—seeking to discover the beauty of Northern Mindanao.
