Dubai Reefs Unveiled: The World’s Largest Floating Living Lab for Marine Restoration and Ecotourism

URB has revealed “Dubai Reefs,” a vast floating sustainable city in the Arabian Gulf. Spanning 200km², the $1 billion plus project aims to restore marine life with 1 billion corals and generate 30,000 green jobs, powered entirely by renewable energy and designed for eco-tourists and researchers.

DUBAI — In a groundbreaking move that merges environmental restoration with luxury living, Dubai-based developer URB has unveiled “Dubai Reefs,” a massive floating sustainable city designed to heal the ocean while offering spaces to live, work, and study. Positioned as the world’s largest ocean restoration project, it aims to create a regenerative eco-hub where urban development and marine biodiversity coexist seamlessly. The project spans a massive 200 square kilometers of the Arabian Gulf coastline, deploying over 20,000 reef modules to generate 400,000 cubic meters of artificial reef structure.

A Vision for Coexistence and Innovation at Sea

The project is not merely an architectural feat but a philosophical shift. URB’s Chief Executive, Baharash Bagherian, describes the guiding principle as “Blue Urbanism,” which dictates that healthy cities must exist in a symbiotic relationship with their oceans rather than treating coastal waters as inert infrastructure. Dubai Reefs is designed as a floating living laboratory, including residential areas, eco-hotels and lodges, retail spaces, educational campuses, and a marine research institute. Bagherian highlighted the urgency of the initiative, stating, “The health of our cities is intrinsically tied to the health of our oceans. As an innovative coastal city, Dubai is best positioned to lead such a transformation”.

Healing the Gulf with Billion-Coral Goal and 3D-Printed Reefs

The ecological targets of Dubai Reefs are staggering. The initiative plans to support the growth of over 1 billion corals and 100 million mangrove trees along the coastline, creating a vital habitat for marine life and significantly boosting fish biomass. To achieve this, the project is leveraging cutting-edge technology, including advanced 3D printing and bioprinting to construct complex, natural-looking reef structures. Researchers are developing 3D-printed bio-materials capable of hosting microalgae that mimic coral-like structures, allowing the artificial reefs to adapt perfectly to their ecosystem environment.

Powering the Future with Renewable Energy and Eco-Lodges

True to its sustainable mission, Dubai Reefs will operate independently using 100 percent renewable energy. The floating infrastructure will harness power from various sources, including solar panels, hydropower from tides, and energy captured from wave farms. For visitors and residents, the project offers a unique high-end ecotourism experience. Several floating eco-lodges will provide accommodation, all powered entirely by clean energy. These lodges are part of a broader masterplan that includes residential units for up to 20,000 residents, regenerative ocean farming zones for sustainable food production, and recreational sustainable areas.

Milestones Achieved and the Road to Completion in 2028

The project has already transitioned from concept to physical reality. Officially launched under the directives of Crown Prince Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the project reached a significant deployment milestone in November 2024 when the first 1,000 reef modules were successfully placed into the emirate’s coastal waters, launching a four-phase deployment plan. With construction expected to be completed by 2028, Dubai Reefs is projected to generate more than 30,000 jobs in the green economy and contribute to the Dubai 2050 Climate Strategy, ultimately transforming the city into a eco-destination where the ocean and the city thrive in balance.
