PAMPANGA — On March 10, 2026, Rockwell Land Corp. and Juan D. Nepomuceno (JDN) Realty topped off Power Plant Mall Angeles, the first expansion of the iconic Makati retail brand outside Metro Manila. The ceremonial completion of structural works for the 32,000-square-meter mall was not merely a construction milestone. It was the moment the partners confirmed what the market had already signaled: demand for Rockwell's signature lifestyle in Pampanga had outpaced supply, and the only logical response was to grow. Chairman and CEO Nestor J. Padilla announced that the joint venture is expanding Rockwell at Nepo Center with an additional 9,000 square meters of land, acquired through a strategic partnership with JDN Realty, to accommodate future mall extensions and new components.
"We are thrilled to bring the Power Plant Mall experience to Angeles," said Tin Coqueiro, Rockwell Land vice president for retail development. "Our goal is to blend our signature curated retail mix with local flavors, ensuring a destination that resonates deeply with the Kapampangan community." The mall, scheduled to open by the third quarter of 2027, will feature a carefully curated mix of global and local brands, everyday essentials, and a dedicated al fresco dining scene that celebrates Pampanga's renowned culinary heritage. Designed to mirror the elegance of its Makati flagship, it anchors the 4.6-hectare Rockwell at Nepo Center in the heart of Angeles City.
Three Residential Towers, Three Chapters of Market Confidence
The retail momentum is built on a residential foundation that has been steadily gaining traction since June 2021. The Manansala, the community's first 15-to-16-story tower, launched that month and has since sold every unit. Turnovers began in January 2026, and its residents now form the pioneer community within the estate. The BenCab, launched in September 2022, is 87 percent sold and scheduled for turnover in December 2026. The Aurelio, the newest addition launched in October 2025, continues to expand the township's residential base.
These towers reflect a developer that read Pampanga's market correctly. Angeles City, with its proximity to Clark Freeport Zone and its growing population of professionals, OFW returnees, and business owners, had long lacked the kind of premium vertical residential product that Rockwell has spent decades refining in Makati. By partnering with JDN Realty—the Nepomuceno family's real estate group, which has been shaping Angeles City's commercial landscape for decades through the Nepo Center complex—Rockwell anchored its first provincial foray on local knowledge and institutional trust. Mayor Carmelo G. Lazatin II attended the topping-off ceremony, signaling local government support for the development's role in the city's growth.
A Glass House, EV Chargers, and a Township Taking Shape
Beyond the structural milestones, the community is already activating the lifestyle elements that distinguish a Rockwell development from a conventional condominium cluster. The Glass House, a preview space along Juan D. Nepomuceno Avenue, has hosted pop-up events showcasing modern home essentials and Metro Manila flavors since 2024. It will reopen on June 15, 2026, offering prospective buyers a tangible experience of the Rockwell lifestyle ahead of the mall's completion.
Meanwhile, JDN Realty has been systematically upgrading the surrounding Nepo Center with forward-looking infrastructure. In March 2026, N-Charge electric vehicle charging stations were activated at the eNtec 1 building within Nepo Center, along with additional stations at Newpoint Mall and Nepo Mall Dagupan. The Quad Annex, a refreshed lifestyle wing, opened in February 2026, adding contemporary dining and leisure options to the estate. These investments, layered beneath the Rockwell towers and the rising mall, form an integrated urban ecosystem that extends well beyond any single building's footprint.
The expansion of Rockwell at Nepo Center, with its additional 9,000 square meters of land and planned mall extensions, represents more than a developer responding to demand. It is a validation of Angeles City's emergence as Central Luzon's premium residential and lifestyle destination—a market that has absorbed three residential towers, supported the first provincial Power Plant Mall, and continues to attract the attention of one of the country's most selective property brands. When Padilla says the partners are "already planning on expanding the mall and adding other components that will make the development even more exciting," the words carry the confidence of a developer whose bet on Pampanga has been confirmed not once, but with every tower sold and every square meter of land added.
