Paying for police clearances, real property taxes, and business permits just got significantly cheaper for Kapampangans. State-owned Land Bank of the Philippines is waiving convenience fees on eligible person-to-government (P2G) transactions made via QRPh from June 1 to December 31, 2026 .
The zero-fee initiative covers three QRPh-enabled payment channels: LandBank Link.BizPortal via QRPh option, QRPh standees at participating government institutions, and government agency websites using LandBank Link.BizPortal as a payment mode . For residents of Pampanga's 505 barangays and 33 barangays in Angeles City, this means completing essential government transactions online without added bank charges.
What Transactions Are Covered and Which Channels Apply
The fee waiver applies to payments made to participating national government agencies, government-owned and controlled corporations (GOCCs), local government units (LGUs), water districts, and state universities and colleges (SUCs) . Specific covered transactions include police clearances, real property taxes, business permits, apostille certificates, and other government dues.
For Kapampangans handling business registrations in San Fernando, property tax payments in Angeles City, or securing police clearances in Mabalacat, this means every transaction completed through QRPh comes with zero Landbank processing fees. Finance Secretary and LandBank Chair Frederick Go emphasized the program's significance: "LandBank's zero convenience fees for online government payments provides convenient access to essential public transactions at no additional cost".
The fee applies only to QRPh transactions processed through LandBank's specified digital channels. Payment channels other than QRPh, as well as charges imposed by third-party platforms, merchants, or service providers, remain unchanged and are not covered by the LandBank waiver.
Complementing Recent InstaPay Fee Reduction
This initiative builds on LandBank's recent move to reduce InstaPay transfer fees for person-to-person (P2P) transactions from ₱15 to ₱8, effective May 21, 2026 . The bank also offers one free InstaPay transfer daily for transactions amounting to ₱1,000 and below.
Together, these measures support the national government's response to rising costs and global economic pressures under the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT) Program . LandBank President and CEO Lynette Ortiz explained: "LandBank is waiving fees for online government payments to make services more accessible, while bringing more Filipinos into the digital financial ecosystem. This supports our broader goal of advancing financial inclusion and delivering services that are more responsive to the needs of the public".
For small business owners in Pampanga who regularly transact with LGUs, and for families paying real property taxes, the combined effect of lower transfer fees and zero government payment fees could translate to meaningful savings. As Ortiz noted, reducing digital transaction costs is a crucial step in bringing more Filipinos into the formal financial system.
