PAMPANGA — Clark is positioning itself to become the country's next big player in pharmaceutical manufacturing. The Bases Conversion and Development Authority (BCDA) and the Philippine Pharma Procurement, Inc. (PPPI) signed a memorandum of understanding on March 25, 2026, to develop specialized pharmaceutical economic zones within the Clark Civil Aviation Complex (CCAC) in Pampanga and New Clark City in Tarlac .
The strategic partnership aims to reduce the Philippines' heavy reliance on imported medicines — a sector currently facing a $2.3 billion trade deficit — by creating a dedicated ecosystem for drug production, research, and global distribution right in Central Luzon . The study will explore opportunities in pharmaceutical manufacturing, medical equipment production, cold chain logistics, and research and development.
A "Factory-to-Port" Vision for Philippine Medicine
The partnership's centerpiece is a seamless "factory-to-port" supply chain that links manufacturing sites directly to Clark International Airport's world-class logistics platform . This setup ensures rapid, temperature-controlled transit of pharmaceutical products — crucial for vaccines and other temperature-sensitive medicines. PPPI President and CEO Maria Blanca Kim B. Lokin described the vision as creating "a high-tech environment where research, production, and global distribution can thrive in one place" rather than simply building warehouses .
The study will begin with site identification for state-of-the-art manufacturing plants and R&D laboratories within the CCAC and New Clark City. The agencies will also develop incentive frameworks designed to attract multinational pharmaceutical giants while supporting local drug manufacturers. This initiative expands on PPPI's ongoing partnership with the Clark International Airport Corporation for a P2-billion pharmaceutical logistics hub already underway in the area .
Thousands of Jobs and a Stronger Healthcare System
Beyond reducing import dependence, the project is projected to generate thousands of high-value jobs for Filipino scientists, pharmacists, and engineers . BCDA President and CEO Joshua M. Bingcang emphasized that positioning Clark as an integral part of the country's healthcare ecosystem will improve access to medicines while fostering innovation and enhancing the nation's capacity to meet healthcare needs .
The initiative aligns with the Marcos administration's goal of accelerating ecozone development to create jobs, attract investments, and expand growth outside Metro Manila. The Philippine pharmaceutical market is expected to grow by P759 billion by 2030, making Clark's timing perfect for capturing a significant share of that expansion .
