However, a 2019 ruling by the Commission on Audit (COA) issued a Notice of Disallowance due to alleged procurement concerns. As a result, the facility faced years of limited use and neglect. In May 2026, a significant COA en banc ruling removed the disallowance after determining that the contractor's permit remained valid while renewal applications were still being processed. This decision has finally opened the door for the facility's rehabilitation and development, enabling it to become the vibrant community space it was originally intended to be.
