The Philippine Economic Zone Authority (PEZA) and the Bases Conversion and Development Authority (BCDA) held a joint investor briefing on May 14, 2026, showcasing New Clark City as a premier destination for global investors . The event gathered government officials, industry leaders, and prospective locators to explore opportunities within the 9,450-hectare smart city spanning Capas and Bamban, Tarlac — strategically positioned along the Luzon Economic Corridor.
What makes this partnership different is the streamlined approach it offers. PEZA Director General Tereso Panga emphasized that the collaboration reflects a shared commitment to making the Philippines more competitive, offering global investors sustainable, high-growth locations with world-class infrastructure . BCDA President Joshua Bingcang added that New Clark City is designed as a “future-ready hub for industries, innovation, and sustainable growth”.
A Seamless Ecosystem for Global Investors
The briefing is part of a memorandum of agreement signed in April 2025, designed to remove friction for investors by integrating processes across agencies . BCDA brings its master planning and infrastructure development expertise, while PEZA contributes regulatory and investor support services — creating a more efficient and investor-friendly ecosystem from site selection to actual operations .
This coordinated approach has already yielded concrete results. As of December 2025, five PEZA-registered ecozones in the Clark area host 24 locator companies, with cumulative investments exceeding ₱62 billion and employing over 29,000 Filipinos . Existing locators like StB Giga Factory, Inc., the country’s first advanced lithium iron phosphate battery plant, shared testimonials during the briefing, while attendees toured Hann Reserve and Vista Country Club to see New Clark City’s readiness firsthand .
Beyond Briefings: The Pax Silica AI Hub and Future Growth
The investment momentum extends beyond traditional manufacturing. New Clark City has been designated as the site for the Pax Silica Coordination Office, a 4,000-acre industrial hub centered on artificial intelligence innovation under the US-led initiative . The Philippine government allocated the land as its in-kind contribution, offering a two-year lease-free period for master planning before construction begins .
BCDA is also partnering with Science Park of the Philippines Inc. to develop another industrial estate in New Clark City, further expanding its capacity to host high-tech and innovation-led industries . With direct access to Clark International Airport, Subic Bay, and major expressways, New Clark City is poised to become a critical driver of economic growth and regional connectivity . For Kapampangans and residents of Central Luzon, this translates to more quality job opportunities and greater participation of local enterprises in the global innovation-driven economy .
