The provincial capitol grounds in San Fernando witnessed a moment of profound significance during the flag-raising ceremony on June 8, 2026, as Governor Pineda formally recognized 99 new professionals who successfully passed their licensing examinations . Among the honorees were 50 medical technologists and 49 civil engineers—all beneficiaries of the provincial government's Educational Financial Assistance Program (EFAP), which funded their tuition, board review, and examination expenses . The ceremony's highlight was Rolan Popatco Jr., a 22-year-old from Barangay Camias in Porac, who made history as the first Aeta student from Pampanga's indigenous community to pass the Medical Technologist Licensure Examination . Governor Pineda, visibly moved by the achievement, declared that these professionals are the "treasures of Pampanga" and emphasized that Rolan's success proves nothing is impossible for young people with dreams, perseverance, and the right support.
A Journey of Determination and Community Service
Rolan's path to success was far from easy. Growing up in the mountainous areas of Porac, he had to pursue his studies in the lowlands, balancing his academic responsibilities with his role as Sangguniang Kabataan (SK) Chairman in his barangay . The provincial government supported him from high school through his college graduation at Our Lady of Mt. Carmel College, where he earned his Bachelor of Science in Medical Laboratory Science . "Masaya ako kasi licensed na ako kasi hindi lang siya para sa akin, hindi lang siya para sa pamilya ko, para sa community ko," Rolan shared, expressing that his achievement belongs to his entire community . He plans to pursue a medical degree to serve his fellow Aetas, who often struggle to access healthcare services in remote upland areas .
