The traditional marketplace is getting a high-tech makeover in General Santos City as a massive Public-Private Partnership (PPP) project breaks ground this April 2026. Property giant Robinsons Land Corporation (RLC) has secured the deal to transform the city's 50-year-old Central Public Market into a modern, sustainable complex. Branded as "Palengke Heneral," this development is a cornerstone of the city's 2026 urban renewal plan, blending traditional commerce with a modern lifestyle mall component.

A Modern Trading Hub for the 21st Century

The "Palengke Heneral" project represents a significant P2.33-billion investment in GenSan’s commercial infrastructure as of April 2026. The redevelopment will rise on a 23,126-square-meter site, featuring a three-level facility that introduces clearer zoning between wet and dry sections. Beyond traditional trading, the complex includes a modern mall component designed to expand commercial opportunities for local residents and entrepreneurs. This project aims to address long-standing structural issues in the old market while reducing the city’s annual need to subsidize its daily operations.

Sustainability and Waterfront Gastronomy

A defining feature of the new complex is its commitment to "Green City" principles, incorporating solar panels to power up to 50% of the facility's requirements. The mall section will feature a dedicated al fresco dining area that overlooks the stunning Sarangani Bay, providing a new social landmark for both locals and tourists. This "premiumization" strategy focuses on improving operational efficiency and consumer comfort without displacing traditional market vendors. By integrating renewable energy and scenic hospitality, RLC is setting a new standard for public commercial spaces in Mindanao.

Fast-Tracked Economic Impact

Under the 25-year lease agreement, RLC is responsible for the financing, construction, and day-to-day management of the complex before eventually turning it over to the city. Initial steps for implementation, including structured relocation arrangements for affected vendors, are currently being finalized this April to ensure a smooth transition. The project has received broad support from the General Santos City Chamber of Commerce and Industry, citing potential boosts in vendor productivity. As construction begins, Palengke Heneral is poised to become a vital engine for the city's tourism and real estate value appreciation.
