This landmark legislation is designed to institutionalize the protection of workers across all sectors—ranging from BPO professionals and construction laborers to housekeepers and barangay workers. By creating the City Workers Protection and Development Office (WPDO) under the Office of the Mayor, Davao City is setting a new standard for local governance, ensuring that every individual contributing to the city’s economy receives fair treatment, legal support, and equitable access to essential public services.
A Shield for the Modern Worker
The WPDO is tasked with a broad and critical mandate: to serve as a watchdog and support system for the city’s employees. The office will supervise the Barangay Employment Service Desk (BESD) and act as a primary resource for labor-related research, training on occupational safety and health standards, and education regarding social welfare laws. One of the ordinance's most impactful features is the creation of a network of volunteer lawyers and paralegals dedicated to providing free legal services to workers who need assistance with employment disputes. This ordinance is remarkably inclusive, covering not only resident employees but also non-resident workers whose head offices are located within the city’s jurisdiction.
