The Arangkada Program is an initiative by the Provincial Government of Cavite that provides financial subsidies and support directly to local public transportation workers, specifically Tricycle Operators and Drivers Associations (TODA) and Jeepney Operators and Drivers Associations (JODA), helping them cope with rising fuel costs and daily operational expenses.
A Lifeline for Cavite's Transport Workers
The Arangkada Program was officially launched on May 11, 2026, at the CarSiGMA Gymnasium in Barangay Mabuhay, Carmona City, where Governor Abeng Remulla and Vice Governor Ram Revilla turned over a symbolic check worth PHP4,304,000 to Mayor Dahlia Loyola . The amount benefited around 2,152 members of TODA and jeepney drivers in Carmona, providing much-needed financial relief amid the ongoing oil crisis . The towns of Bailen and Magallanes were scheduled to receive their assistance on May 14, with more cities and municipalities set to benefit in the coming days .
General Trias City also rolled out its own cash relief initiative under the broader program. Mayor Luis "Jon Jon" Ferrer IV led the distribution of PHP5,000 assistance each to 2,383 registered and franchised TODA members at the General Trias Sports Park, with over 1,000 more beneficiaries listed for the next batch . Marlon Culanding of the TODA Federation of General Trias expressed gratitude, saying, "Malaking tulong na po ito para po sa aming mga namamasada, dala po ng taas ng presyo ng gasolina".
Expanding Support Across the Province
The Arangkada Program is part of a larger effort by the provincial and national governments to support the public transportation sector. Prior to the program's launch, the office of Rep. Jolo Revilla of Cavite's first district had already distributed fuel subsidies to 4,947 tricycle drivers from Rosario, Noveleta, Kawit, and Cavite City . The Noveleta LGU also extended PHP500 each to 1,006 TODA members and 118 boat owners, along with five kilos of rice per beneficiary .
The Department of Social Welfare and Development has complemented these efforts through its Cash Relief Assistance program, which provided PHP5,000 each to more than 6,000 jeepney drivers across CALABARZON, including simultaneous payouts in Tagaytay City, Cavite . These initiatives reflect a multi-level commitment to ensuring that Cavite's transport workers—the "Tatays of the road"—receive the support they deserve, enabling them to continue serving the public while providing for their families.
